COUNCIL NOTES FINDINGS OF CODE OF CONDUCT INVESTIGATION

Council at its meeting on the 18 December 2025 made a resolution regarding Code of Conduct complaints against former Cr Troy Arandale. An independent investigator determined that breaches of the Code of Conduct occurred.

Council in its resolution noted that it was found that a breach of the code of conduct occurred and also resolved to advise the Office of Local Government.

Following the meeting it was found that Mr Arandale was not given the opportunity by the independent investigator to comment on the draft report. The independent investigator was therefore requested to address this matter in order to provide procedural fairness.

Mr Arandale was then given the opportunity to comment on the report but chose not to do so.

In order to provide public assurance that proper process was implemented, the matter was resubmitted to the 19 February 2026 Council meeting, which noted the procedural fairness oversight and that corrective action was taken by the independent investigator.

Noting no further information was put forward by Mr Arandale, Council reconfirmed its previous resolution that noted the findings that the investigator found that breaches of the Code of Conduct occurred.
